I think that here the basic problem , the patient must request the patient's receipt, it would be correct if the doctor, these patients would have to issue receipts in principle.
No matter what I buy, whether goods or service, always have I certify that I have received the goods. Why not health? Of course, this extra work for the doctor, a justification and a proper documentation of his work but is also required of any other craftsmen and service providers. And a doctor is a skilled craftsman and service provider.
